Sacramento, CA –Today (April 15) Assemblyman Marc Steinorth (R-Rancho Cucamonga) passed AB 797 with unanimous bipartisan support from the Assembly Accountability and Administrative Review Committee. AB 797 requires all newly proposed major regulation (an economic impact of more than $50 million) to be flagged and sent to the Legislature to determine the appropriateness of the high price proposed regulation.

State agencies are required to implement policies and laws passed by the Legislature, which entail promulgating regulations. Often by the time new regulations are proposed, economic conditions may have changed dramatically from when they were first authorized. AB 797 allows the Legislature, an elected body that is directly accountable to the public, to review proposed regulations within the current economic context to determine whether the regulations are consistent with the intent of the original policy and whether current economic conditions would be adversely impacted by the regulations.

“This is basic accountability and transparency that taxpayers deserve from government,” said Steinorth. “The Legislature needs to ensure that its policy decisions achieve positive results and we protect the economy from unintended consequences.”

Wide coalitions of business organizations support AB 797, including the California Chamber of Commerce, the California Manufacturers & Technology Association, and the National Federation of Independent Business.

Assemblyman Steinorth represents the 40th Assembly District which includes Rancho Cucamonga, San Bernardino, Highland, Loma Linda, and Redlands.
