Sunday night, Gov. Jerry Brown signed his last bills of 2015. More than 800 bills landed on his desk, including those authored by the Inland Empire’s delegation in Sacramento.

Among the delegates were several freshmen, including Jay Obernolte, Marc Steinorth and Sharon Runner.

The new laws take effect Jan. 1. Three days later, legislators reconvene for the 2016 year.

Marc Steinorth

Freshman Assemblyman Marc Steinorth, R-Rancho Cucamonga, introduced 12 bills and one resolution this year and had four signed into law.

The bills signed into law included AB 363, which allows ballots to be picked up from polling places before the polls close in an attempt to speed up the reporting of election results.

“California taxpayers expect their government to be as effective and efficient as possible,” Steinorth said Monday. “I am very pleased that Gov. Brown signed AB 363 into law, which will ultimately save our local governments money and minimize the likelihood of mistakes being made by tired and fatigued Election Day workers.”

Steinorth also passed AB 1253, which allows retired volunteer optometric license-holders who are up to date on current practices and procedures to provide voluntary, free optometric services at health fairs, vision screenings and public service eye programs.

Steinorth also got his one resolution passed: ABCR 68 proclaimed October 2015 as Breast Cancer Awareness and Prevention Month.

Steinorth’s predecessor, Mike Morrell, introduced 38 bills and three resolutions in his final year in office, three of which were signed into law.

Mike Morrell

Sen. Mike Morrell, R-Rancho Cucamonga, introduced 17 bills, five resolutions and one constitutional amendment this legislative session.

Of those, six bills and one resolution were signed into law.

The bills are SB 363, which is related to attorneys fees for books accounts; SB 407, which allows health care providers to employ or contract licensed midwives to provide comprehensive perinatal services and SB 408, which would allow midwife assistants to assist on certain activities under the supervision of a licensed midwife or certified nurse-midwife; SB 418, which would require Cal State Universities to readmit students who leave to serve in the military for up to five years; SB 785, which amends laws related to estates and trusts; and SB 647, which amends laws related to real estate investments.

“Small businesses face many regulatory and tax hurdles in California,” Morrell said in a news release on Sept. 4 on the signing of SB 647. “Any time we can simplify this process, while not reducing consumer protection, it is a win for our state.”

Senate Concurrent Resolution 22 designated a 5-mile portion of the 10 Freeway as the “Cal Fire Firefighter Christopher Lee Douglas Memorial Highway.”
