Steinorth bill mandating economic review clears Assembly

An Inland assemblyman got his colleagues to pass a bill requiring new state regulations with a major economic effect to come before the Legislature for further review.

The bill sponsored by Assemblyman Marc Steinorth, R-Rancho Cucamonga, passed the Assembly 77-0 on April 30. It now goes to the Senate rules committee.

Steinorth’s bill requires all newly proposed regulations with a potential economic impact of $50 million or greater to be sent to lawmakers to determine if the new rules are appropriate.

Steinorth, who is in his first term, hailed the bill as a major step toward regulatory reform. Republican lawmakers in Sacramento often complain that the state bureaucracy kills jobs and hampers businesses.

“This is basic accountability and transparency that taxpayers deserve from their government,” Steinorth said in a news release.

“The Legislature needs to ensure that its policy decisions achieve positive results and we protect the economy from unintended consequences. I am very pleased to see this measure pass out the Assembly and hope the Senate will also give this bill favorable consideration.”

The bill had the support of the California Chamber of Commerce, the California Manufacturers & Technology Association and the National Federation of Independent Business.

Assuming the Senate passes the bill, it will head to Gov. Jerry Brown’s desk for his signature.

Steinorth, a former Rancho Cucamonga councilman, was elected to the Assembly in 2014. His district includes part of Rancho Cucamonga, Redlands, Highland, Loma Linda and part of San Bernardino.
